Drunken Dwarfs

A drinking game where you will lead your friends through entertaining and booze filled situations, while they all control one character: A very drunk dwarf name Uthbrük.

Rules

You are all Uthbrük.
Injured? Everyone drinks.
If your drink is lower than your chosen friend's: success. Otherwise, drink.
They choose Uthbrük's next action.

Design Commentary

When I read the rules for the jam, I quickly decided that I wanted to make a party game. First, party games, especially drinking games, benefit strongly from simple rule-sets. Secondly, I have always wanted a TTRPG optimized for party situations, where you don't easily have access to dice.
So for the resolution mechanic, I went for what everyone has access to: booze.

Booze is definitely plentiful but by choosing for the mechanic to be a comparison, the game will pace well. Even silly party games should have good pacing. 
If a player chooses someone with a drink more full than them, they will succeed. And the next player could do this too. But, eventually, you will have the largest beverage and fail your action in a hilarious and entertaining manner.
Or, players will ensure their drink is lower. This is similar to HP as a cost or push-your-luck mechanics.

Another key feature of party games is supporting more people than average, upwards of seven. Having that many characters to manage is difficult even for rules-lite games, but it becomes incredibly easy if there is only a single character.
Drunken individuals are also very easily distracted. With only Uthbrük to worry about, players can join and leave the game whenever they wish. This chaos can even add to the fun as players try and find others nearby who may have a fresh drink.

Finally, there is no damage etc. The intention is for narrative consequences to abound. Mostly, this is due to the word count limit, but also there is no convenient way to record numbers. However, this is a drinking game. When a large injury is experienced, either to the gut or to dignity, all players should drink.
